Shinra is still Shinra. They provide the electricity for the city of Midgar, including Midgar Garden. Go figure. -_-;; They're still evil, too. Guess what? It's Ultimecia's cover-up! Ultimecia "gained" Shinra from her ex-husband, President Shinra. Now, she's the head with her son Rufus as vice-president. The new Shinra faculty is none other than Ultimecia's Ministry of Adel, or the "Negaverse Generals/Dark Kings" of the series.

Sorceress Ultimecia

Ultimecia - President of Shinra Inc., Sorceress, final boss. She was possessed by an unknown entity and became an evil Sorceress. She murdered her husband after being possessed. She is completely wicked and manipulative. What does Ultimecia want? Time Compression. Why? Unlike in FFVIII, she just wants to rule over all time periods. Like Queen Beryl, however, she keeps dispatching her Ministers (a.k.a. Negaverse Generals) to handle the dirty work. In order to achieve Time Compression, Ultimecia needs the ability to send her consciousness back into the very distant past. There is a person with the ability to do this: the one with the Final Heart--a Kingdom Hearts-style heart that is blue instead of red and that shines with a bright aura. If a person's Heart is taken out, they become a monster--you know the drill. If it's defeated, Sailor Fantasymoon returns the Heart to them, making them turn back to normal. You know how it goes. Why does Ultimecia still take Hearts from people even if theirs is not the Final Heart? Hmm….

Rufus Shinra

Rufus Shinra - Ultimecia's son. She had him before she was possessed, obviously. He witnessed his father's death at the hands of his mother. He's just as cold as he is in FFVII. However, he believes Shinra is JUST a power company. He truly has no idea of what's really going on, but he has his suspicions.

Sephiroth

Sephiroth - He is the Tuxedo Mask-type person, but he has no human alias. He is also Ultimecia's brother. Long silver hair--get it? He rescues the Sorceresses repeatedly and looks over them from afar…but often coldly. What is his true agenda?

Lynx

Lynx - The first to hunt the Final Heart, Lynx sends Harle to find targets. He disguises himself as Serge to blend in, but his true appearance is that of Dark Serge in Chrono Cross. He seeks people who have big dreams/wishes. His monsters are called Lavos Spawns, and they flash orange when defeated.

Harle

Harle - In all truth, Harle is just Lynx's sidekick. She is not a member of the Ministry of Adel; she just finds targets for Lynx. It's kind of like the Jedite/Titus complex from Sailormoon Season 1.

Seymour

Seymour - Seymour is a bit more…effeminate, but nowhere near Kuja. He poses as a counselor at the Midgar Garden, but he is actually after the Final Heart, of course. Seymour's philosophy is that those who are weak-willed will easily surrender their Hearts to the Ministry's cause. He acts suave and polite, but don't be fooled! He is head of Public Safety. His monsters are called Fiends, and they turn into pyreflies when defeated.

Dauragon C. Mikado

Dauragon - Dauragon is head of Space Development. He is snobbish and boastful, pricing physical strength over all else. He believes that strong people's Hearts will actually make Ultimecia stronger. His monsters are called Mikado Spawn, and the kanji for "Mikado" appears when they are defeated.

Kuja

Kuja - Ultra-feminine and vain, Kuja is head of Weapons Development. (Zidane and Mikoto are not related to him in this story.) He targets only "beautiful" young women as they fit his fancy. Close-minded Kuja feels that beauty is power; therefore, the Hearts of beautiful women should yield Ultimecia's power and the Final Heart. His monsters are called Mist Spawn, and they turn white when defeated.

Albedo

Albedo - He's a bit crazier than the others…okay, he's insane. He acts cunning and intelligent, posing as the rich playboy Gaignun--yeah, they're one and the same in this story. He has a strange passion for children's Hearts…. He believes that children have the purest Hearts, so a child surely must have the Final Heart. His monsters are called Gnosis, and they turn to salt and break into pieces when defeated.

Eve

Eve - The second strongest agent of Ultimecia. She poses as Melissa Pearce, a music teacher at the Garden. Instead of going target by target, to appease the ever growing impatience of Ultimecia, she attacks large groups of people at once, hoping to get lucky…like Jedite did in the original Sailormoon. By manipulating the mitochondria in her targets, she can force out their Hearts. She is head of the Science Department. Her monsters are called Mitochondria Spawn, and they burn into small, glowing peach circles when defeated.

Ansem

Ansem - The most evil and maniacal of all the Ministry. He and Eve/Melissa are lovers. His monsters are called Heartless, and they are nothing more than humans without Hearts who joined him.
